<title>Home Health Vaccinators Needed</title>

<description><![CDATA[<h3>Background</h3><p>In our ongoing efforts to advocate for home and community-based care providers and the patients and families they serve, AAHC has partnered with Maricopa County and Pima County Health Departments to strategize on a process to get vulnerable patients and their caregivers vaccinated in their home.&nbsp; Two meetings have been held to provide information about the vaccines (Pfizer and Moderna) as well as discuss the requirements to become a Vaccinator and the logistics involved with providing the vaccine to vulnerable home-bound populations.<br /><br /></p><h3>Vaccinators Needed</h3><p>Home Health, Hospice and Palliative Care Providers ARE NEEDED to be&nbsp;Vaccinators and provide the Moderna COVID-19 Vaccine to home-bound patients&nbsp;and their families/caregivers in the home as well as agency staff to ensure<br />vulnerable populations within our community are being protected and the vaccine&nbsp;allotted is used efficiently.<br /><br /></p><h4>Good to Know</h4><ul><li>In order to be a vaccinator, in-home care providers will need to have a licensed healthcare provider (with a NPI).</li><li>Due to the less stringent storage and handling requirements, the Moderna COVID-19 Vaccine is better suited for home&nbsp;health, hospice and palliative care Vaccinators.</li><li><b>Providers interested in becoming authorized are invited to complete the AzDHS&nbsp;Pandemic Vaccine Provider Onboard Form (<a href="https://redcapaipo.azdhs.gov/surveys/?s=DY8CA9LMJ8" target="_blank">https://redcapaipo.azdhs.gov/surveys/?s=DY8CA9LMJ8</a>). </b>Please note that the onboarding form identifies ultra-cold storage&nbsp;but this is for the Pfizer vaccine only.&nbsp; There are still equipment requirements for the Moderna vaccine storage - please see the form for more details.</li><li>The vaccine and ancillary kits are provided free of charge - approved Vaccinators&nbsp;may request the vaccines (in doses of 100 - 10 doses to a vial).</li><li>Insurance may be billed for the administration of the vaccine (there is not intended&nbsp;to be a co-pay or out of pocket expenses for the individual receiving the vaccine).</li><li>For AHCCCS beneficiaries: Vaccinators will need to be enrolled with AHCCCS in&nbsp;order to be able to bill the vaccine administration fee. The units will take a few days to arrive, but after set up and testing, it should be processing used masks next week. <description><![CDATA[<p>The Governor's Office announced on April 4 that President Trump has approved a Major Disaster Declaration for Arizona.&nbsp;&nbsp;</p>
<p>&nbsp;</p>
<p><span style="color: #222222;">The disaster declaration will provide Arizona access to expanded mental health care, supplement the efforts of tribal health care workers, provide grants to reduce the risk of loss of life or property during future emergencies, make available legal assistance to low-income Arizonans, expand food assistance and other services to low-income households impacted by COVID-19 and more.</span></p>

<title>Governor&apos;s Executive Order - Stay Home</title>

<description><![CDATA[<p><a href="https://azgovernor.gov/sites/default/files/eo_2020-18_stay_home_stay_healthy_stay_connected_1.0.pdf"><span style="color: #222222;"><span style="color: #222222;">“Stay home, Stay healthy, Stay connected” – that’s what the state is asking of fellow Arizonans in the continued effort to slow the spread of COVID-19.<br />

</span>The latest Executive Order issued today by Governor Doug Ducey follows new guidance from the Centers for Disease Control and Prevention (CDC) and comes at the recommendation of public health officials who are tracking data specific to Arizona. The Governor’s order promotes increased physical distancing, while encouraging social connectedness among citizens.<strong> It takes place at 5:00 p.m., March 31, 2020.</strong><br />

<h3>What this Means for Providers:</h3>
<p>Home Health Agencies and In-Home Care Providers are specifically INCLUDED in the Essential Services clarification provided on March 23 - view here:&nbsp;<a href="https://azgovernor.gov/governor/news/2020/03/list-essential-services">https://azgovernor.gov/governor/news/2020/03/list-essential-services</a>&nbsp; - this means home health and in-home care services to patients and clients in the community should continue as they are currently being provided as long as they can be done in a safe manner that protects both the patient and care professional..&nbsp;&nbsp;</p>

<p>AAHC encourages home health and in-home care staff working in the community to carry their state photo ID as well as their company badge identifying them as being employed by an essential employer.&nbsp;&nbsp;</p>

<title>Opioid Crisis - Reporting Requirement Extended</title>

<description><![CDATA[<p>Recent data has revealed that in 2016, more than two Arizonans died each day due to opioid-related causes, with a tripling in the number of deaths due to heroin since 2012. On June 5, 2017, Governor Doug Ducey issued his first public health emergency declaration, which called for a statewide effort to reduce opioid deaths in Arizona. An Enhanced Surveillance Advisory following the declaration resulted in 280 suspected opioid deaths and 2,361 suspected overdoses reported since June 15th.&nbsp;<br />
<br />
As Governor Ducey's Executive Order related to opioids approaches its conclusion, AzDHS has amended the rules in 9 A.A.C. 4 to include Article 6 - Opioid Poisoning-Related Reporting. This will maintain a surveillance system for opioid overdoses, similar to other non-communicable diseases.&nbsp; These emergency rules have been approved and are effective immediately.<br />

The public health emergency declaration directed the Arizona Department of Health Services (AzDHS) to submit a report of the accomplished activities and identify recommendations for combating the opioid epidemic in Arizona. This report, in response to the emergency declaration, is intended to be an action plan that will serve as a catalyst to reducing deaths from opioids in Arizona.<br />

As directed in the Declaration, the Arizona Department of Health Services has amended the rules in 9 A.A.C. 10, Article 1 for licensed health care institutions through emergency rule making.&nbsp;<br />
&nbsp;<br />
The new rules require licensed health care institutions to:&nbsp;<br />

<p>&nbsp;</p>
<ul>
    <li>Establish, document, and implement policies and procedures for prescribing, ordering, or administering opioids;</li>
    <li>Include specific processes related to opioids in a health care institution’s quality management program; and</li>
    <li>Notify the Department of the death of a patient from an opioid overdose.</li>

<title>Monitoring Ends for Travelers from Liberia</title>

<p>Beginning on September 21, 2015, travelers from Liberia will no longer be tracked or monitored by public health. CDC recommends healthcare providers CONTINUE TO SCREEN patients with Ebola-like symptoms with travel from Liberia, Sierra Leone, and Guinea within 21 days. &nbsp;Clinicians should routinely ask all patients about TRAVEL HISTORY, which can be crucial for identifying infectious diseases. Country-specific health notices can be found at: cdc.gov/travel.&nbsp;</p>

<title>New Law Impacting In-home Care Providers Goes Into Effect July 15, 2015</title>

<description><![CDATA[<p class=""><span style="color: black;">A new law takes effect statewide on July 15th which requires full disclosure from private caregivers and companies who provide in-home care services. &nbsp;Specifically, the law&nbsp;</span><span style="color: rgb(0, 0, 0);">will require disclosure of background checks, information on training, cost of services and hiring/firing policies, from in-home caregivers and agencies on an annual basis. <a href="http://www.azleg.gov/legtext/52leg/1r/laws/0181.pdf" target="_blank">Click here</a> to view the bill online.</span></p>

<title>Revised Guidance on Fingerprinting</title>

<description><![CDATA[<div style="color: rgb(0, 0, 0);"><em>Background: During the Regulatory Update Session by DHS at the recent AAHC Conference, the statute related to fingerprinting was discussed. &nbsp;The guidance provided was that all personnel who have access to patient information would be required to be fingerprinted. &nbsp;Upon request, DHS reviewed the statute and have issued the following clairification:</em></div>

<div style="color: rgb(0, 0, 0);">Based on the statute the interpretation is all&nbsp;<strong>Direct care providers</strong>, those providing any type of home health services or supportive services will be required to have fingerprinting. The definition of supportive services is defined in 36-151 and states means services other than home health services which may reasonable be expected to help maintain and individual in his home as an alternative to institutionalization. Such services may include, but not limit to nutrition counseling meals services, homemaker services, general maintenance services and transportation services.&nbsp;This definition does not include the office staff who would not meet the above examples. &nbsp;</div>]]></description>
